Packaging subjected to system participation

The Packaging Act differentiates between packaging subjected to system participation and packaging not subjected to system participation.

Packaging subjected to system participation must be registered and licensed and requires regular volume reporting. It normally accumulates as waste in the private sector and at comparable sources. In terms of both volume and collection rate, it can be collected and disposed of via the traditional municipal structures such as the yellow bag and blue garbage containers.

Packaging that is not subject to system participation, on the other hand, cannot be assigned to the area of municipal packaging disposal in most cases and cannot be disposed of via these recovery structures due to the high volume.

This is primarily commercial packaging, but also packaging that contains dangerous goods/products and is therefore not compatible with the system. In this case, only a core obligation must be complied with; further obligations such as registration or licensing are not mandatory.
