Producer

Under Article 3(1)(15) PPWR, the producer is responsible for extended producer responsibility. This means they finance the disposal of their packaging in the EU member state where it becomes waste. A producer can be a manufacturer, importer or distributor that makes packaging or packaged products available in a member state for the first time, including through distance selling.

If the manufacturer is based in the country where the packaging becomes waste, it is usually also the producer. In cross-border sales, the two roles can be held by different companies.
